The OFW Family Club (OFWFC) started out in the year 2001 as a duly registered non-government organization founded by the late Ambassador Roy V. Señeres. Born out of the need to focus on the requests for assistance by OFWs and their family members, Ambassador Señeres who was then the Chairman of the National Labor Relations Commission decided to formally organize the OFWFC together with his entire family. Over the years, the OFWFC has gained an established track record of resolving numerous cases of distressed OFWs and their family with problems such as illegal recruitment, maltreatment, abuse, abandonment, breach of employment contract, etc.

Having gained a wide following of OFW families reaching over a million members nationwide and worldwide, the natural evolution of the organization would prescribe the need for issues and concerns to be elevated on a national level so as to effectively address the problems besetting the sector as a whole. Thus the participation of the OFW Family Club (OFWFC) Party-List in the 2013 party-list elections which was approved by the COMELEC on October 15, 2012. The party's first duly elected representative was the late Ambassador Roy V. Señeres, founder of the OFW Family Club and former Ambassador to the UAE.

The late Ambassador Señeres came into the limelight during the much publicized case of Sarah Balabagan who was initially sentenced to death for killing her employer out of self defense. Señeres through his diplomatic and legal expertise, exerted much fortitude and determination to save the life of Sarah Balabagan and eventually bring her back home to the Philippines. After the Balabagan case, he also saved a roster of distressed OFWs including John Aquino who was spared from execution in Ajman, U.A.E., Tarhata Akaz, Wahida Malaydin, and many other less publicized but equally compelling cases. Acknowledging Ambassador Seneres’ feat, the London-based World Who’s Who in International Affairs, cited him in 1998 as “a principal figure and leading diplomat in the field of international relations.”
